Equalize mock xcm relay chain config with Kusama's xcm config

There are several configurations which are different in the mock compared to production Kusama:

• [ ] barriers
• [ ] trader
• [ ] weigher
• [ ] self-location view

Equalizing these will give us more certainty that the tests' behavior is exactly what we would see in production.
