Errors granting editor role permissions within a project

In JITP, the managing editor, Patrick De Dauw, who created the projects can no longer add people to the project. The drop down menu for "authors" or "contributors" no longer displays the full list of accounts from the instance. It lists about 13 accounts (not all the users who belong to JITP and have accounts with project creator status).

Expected Behavior

Known users in the system should be visible and selectable.

Current Behavior

The names don't show up in the usual Author Review accounts (JITP authors). The names do show up when we go to give entitlements under Access, but when users are granted entitlements a 403 appears.
