Adding Project Editors to a journal is not loading

Expected Behavior

The person who created the journal added editors at the Journal level. After a short period, we would expect the added editors to see the journal in their backend journals tab.

Current Behavior

Although the Project Creator added users (see below) the added users still have no evidence of the journal:

But we can't get there through admin mode on our own accounts.
