Allow project editors to use the Access sidebar

Right now only those with Admin and Editor roles can make use of project-level access restrictions. For those using Manifold in the classroom, this is problematic. They need to be able to restrict and grant access to their students without needing to appeal to others in their organization.

Per our Slack conversation, let's adjust this so that project editors can access the Access sidebar features.
