Users who can place annotations on text should alway be authorized to remove resource annotations created by other users

I believe we may have a regression around this issue. We're seeing this behavior on the CDL instance. The screenshot below is from this text, where I am logged in an as Admin but unable to remove the placed resource annotations.

@zdavis I'm reopening this issue as we are seeing this behavior again on the Washington instance:

UPDATE: This appears to be due to the variable browser width interface. When resource links appear in the footer, there is no option to remove:

resource in footer

When the browser window is resized so that resource links appear in the sidebar, the option to remove returns:

resource in sidebar
