Manifold software installation update notifications

Feature Description

Especially for people who are hosting their own Manifold installations, there should be a way to 1. see what version of Manifold they are using, 2. be notified when a new version is available, and 3. be given a link to click to find the new version

Why is this feature important? Who does it help?

we want people to be using the latest, most updated version of Manifold for: -- security purposes -- informational purposes -- to get the latest features -- to remain in conversation with users

User Stories

I have installed Manifold on my own digital ocean server to publish books. Once I've installed it, I don't have a way of being notified when new versions are available

Design Notes

-- where should the notification appear? to whom should it be visible? -- I do think there should be an email notification to an admin

The Manifold team reviewed this issue during our bi-weekly meeting and the consensus is that this feature makes sense and is in keeping with our overall vision for the platform. Moreover, we see this request as a viable candidate for development under our current available funding. We’re adding an “accepted” label to this request to indicate that it’s within scope and possibly within budget.

The next step is for us to estimate the work involved with this and add it to our feature backlog. Our acceptance of the issue is not a promise that it will be implemented. We will balance this request against the other accepted requests and do our best to implement it within our current available funding.
