Moved issues should bring over comments from the original PR

I'm on the fence about this and we do link to the original PR. But when an issue comes over, it feels like most of the already-discussed things are lost. This might be mitigated by somehow bringing over all of the comments. Not sure how that would be presented though.

Originally I had thought that I could just pull all the comments and condense them as text in the bottom half of the new issue's description (gave that up to just get the feature done, figured linking was good enough). But that's a thought.
