Running into this error

Error: 500-InternalError, Out of host capacity. Suggestion: The service for this resource encountered an error. Please contact support for help with service: Core Instance

Is this an error that OCI doesnt have capacity at this time and to try later?

This is a known issue and often plagues free users, as Oracle only hold a certain amount for truly free users.

Check under Step 9 the second point for some options. Some people have scripts to keep on trying to get resources, or what I ultimately did was to upgrade to Pay As You Go (PAYG) but you still get the free tier allowance at no cost. It does require a credit card and gives them the ability to charge if you exceed the free amounts, but it has allowed me to get any instance I needed, as since I only run Obico and a Unifi controller, I'm under the limits and have not been charged.
