6-expected tests always block PRs

Hello, I tried to make pull request but saw six tests with status expected blocking PR I check others PRs and all have the same problem does they need maintainer approval if not what we can do to pass those tests ?

here are the six tests mentioned above -Analyze (javascript) -CodeQL -build (10.x) -build (12.x) -build (14.x) -build (15.x)
