[1.19.2 Forge] Config file didn't work on 1.19.2

For a long time, I tried to figure out why the mob blacklist doesn't work, I found typos and errors in my text. Later during the game I noticed that the buff duration settings for bandages also don't work, when I started to study the issue deeper - I found that neither version "1.9.7.backport1" nor version "1.9.9.backport1" even imagine that they should have a configuration file - they don't create new ones in worlds, they don't read them in existing ones.

The problem can only be solved by installing the version from September 2023.
