Chance of bleeding in armor from mods

Is there any way to change the chance of bleeding in armor from mods, like it works with weapons and mobs? In my case only the parameter chance_multiplier_base is important in the config. The chance_multiplier_per_armor and chance_multiplier_per_armor_toughness modifiers just don't work.
