Not able to pair to BLE

I am following along the lecture and was running the code https://github.com/Mair/esp32-course/blob/master/_19_bluetooth_BLE/_19_3_GAPP/main/main.c

I am able to see the BLE advertisement, but not able to pair using mobile (Andoird >5) and desktop (Ubuntu 20). Does it pair only on Windows?
