Help users to install Tokei

Description

As a user of code charta, I want that ccsh helps me to install the Tokei needed to use the Tokei Importer, so that I'm able to use it as fast as possible, without reading a lot of documentation.

Acceptance criteria

• When Tokei Importer is selected, ccsh will check if Tokei is installed
• If not it will prompt the user to install it, if possible install it for the user after asking for permissions
• should be supported for windows and macos
