Referee notes

Design a new admin panel or bot functionality to allow referees write event-wide accessible logs to indicate applied penalties, decisions and notes about players.

• Notes should be visible for all referees in event
• Any referee in event can add a note
• Add player selector to bind note to a player? This would allow showing bound notes in "Penalties" page.
