[Forseti] Riichi sticks are not added to player scores after forced finish

Steps to reproduce:

• Ensure event has a "Riichi sticks are given to leader" flag enabled
• Start game, make an exhaustive draw with some riichi bets
• Forcedly finish game in admin panel
• Result: riichi bets are not added to leader scor in admin panel
  • Note: everything is find in ratings site and in mobile assistant, the issue concerns only the admin panel
