Debug tests fail with Cython 3.1.0

Pulling in the latest Cython, 3.1.0, results in the test suite failing. Pinning to < 3.1.0 allows the tests to pass.

I manually tried building with different options by changing here. It seems to be the differences caused by the UVLOOP_DEBUG flag that cause the tests to start failing.
