The previous code was wrong, the smallest value for mouseEventConsumed is 0. This was generating blinks on the screen during mouse operations and animations at the same time in the TALScrollBox (usually in the scroll elastic zone, when BoundsAnimation is True, when we can have animations and mouse operations at the same time)
