Improve Costumes Server Availability

Currently, the server availability only takes into account the availability of costumes for cards. Because of this, costumes from unreleased events and stories will be shown available, when they really aren't.

Ideas to help with this

• Only show filter for live costumes
• Add an optional server availability field to form (mainly for costumes like woof new year and sailor)

We can decide internally to what extent we want to track costumes, but we could make it so that when you're using the filter, you will only see costumes actually on that server.
