Create Julia version of the tutorial using `MLJ.jl`

It would be great to offer students a chance to choose between Python and Julia. Julia has the nice MLJ.jl library which is a great alternative to scikit-learn.

We could re-use all the data processed in Python with OGGM, and jump directly to the training of the MB models using MLJ.jl.
