PHCpack doesn't always examine value returned by "run"

... so, for example, if "phc" isn't even installed, the package code continues to try to analyze the result returned by "phc" instead of giving a sensible error message about the program not being found.

I am aware of the issue, can we assign this to Jan Verschelde (he supports PHCpack.m2)?
