Additional "..." button no longer functions

Describe the bug

After a full clean reinstall of Cities Skylines and mods, the Additional or "..." button no longer functions.

To Reproduce Steps to reproduce the behavior:

1. Go to -- main window
2. Click on -- ...

Expected behavior A clear and concise description of what you expected to happen.

I expect the previous 4 options to appear.
