Add support for FreeArc .arc format

Okay, thanks. I would prefer to use 7Zip, since that is more widely supported, my only
problem with it is the lack of recovery records. I have also grown tired of .rar type
files as well, mostly because it is not freeware.

It seems terribly overengineered, and adding support would have a pretty high cost,
so I doubt it will happen any time soon, unless it actually gets popular. But I will
keep it around in case things change.
