Add support for .MOU (WinMount) format

I have received a .MOU archive file from someone, and as it turns out, this format
is controlled by WinMount, which has no Mac version whatsoever.

I don't really care about the format (and my immediate solution is to ask them for
a zip while lambasting them about using obscure archive formats which nobody will be
able to open) but I figured I would create the feature request for it, in case anyone
else was searching around for it.

Unfortunately I don't have a sample myself, as the file I did receive is confidential.

The WinMount guys claim that they will be open sourcing bits of their stuff in the future,
which will help a lot.  At the moment the amount of information on the format is somewhat
lacking.  I have done some searching for information myself, but nothing very thorough.

I prioritize formats mostly by the number of files in the wild, and how easy it is to
find information about it. If anyone else has run into these files, do speak up. And
even better, if anyone can find any documentation or other information about the format,
that would help a lot.
