Include license file in PyPI source

The PyPI source does not have any license file. Please include it in the source distribution. Also, please consider dropping tests from the source distribution.

What you need

Include LICENSE in the MANIFEST.in file and make a new release.

Thanks for the description and PR! As soon as the issue surrounding HDBSCAN is resolved, I will make sure to merge the PR and release a minor version, do note though that there is already a BERTopic PR in the staged-recipes.
