Adding sq translation

Hello! Here’s a translation for sq (Albanian) locale. As I did not attempt a build, I can’t update the strings through update-translation script. So the translation might miss a string or two. I’d be grateful if you run the script and provide an updated version, which I can use for any additional strings. TIA!
