Use Brakeman & jemalloc

Based on my review comment.

In Rails 7.2, Brakeman and jemalloc (two very different projects) are by default used for new projects. We might want to integrate them as well.

Maybe it'd be a good idea to setup some kind of metric display (e.g. memory, CPU) as a monitoring service beforehand to see the difference after installing jemalloc. See #779.
