Dev Mode Tab

I see that "Dev Mode" implements some additional styling around the blocks, and it can be controlled via theme support for "flexible-content-dev-mode".

But why is there a tab on all layouts for "Dev Mode"? What's your intent for that?

Hi, Yeah that feature is, so far, incomplete. The intent is to provide an additional set of custom fields for classes and data-attributes for various elements. I'm putting these on the "Dev Mode" (working title) tab because most projects won't need to change classes or data-attributes per content block, so the tab can stay hidden most of the time, but those few projects that need a parallax background, or whatever, will benefit from the additional settings.

But it's super incomplete at the moment. I basically sketched it out and then went on vacation. I'll be working on it in the next week or so to make it more complete and robust.
