Some ranged skills with delayed projectile do not damage correctly

Describe the bug Skills such as Tornado (or maybe Evil Spirit) which reaches the targets at a later time seem to not deal damage

To Reproduce Steps to reproduce the behavior:

1. Login wiz/mg with tornado / evil spirit
2. Cast the skills with delay towards a farther enemey
3. Notice the enemy does not get hit most of the time

Expected behavior Damage should be inflicted the moment the projectile reaches the monster
