EDIT: I found a solution. RUN /Applications/Python\ 3.11/Install\ Certificates.command "I have exact the same issue with Python 3.11 and Mac OS Ventura. I used 1.6.1 version with Mac OS Big Sur, but after upgrade I came with this issue. I hope to find some help. Thanks"
