[Draft] Linux support / automated tests / pyproject.toml

Working on generalizing the configuration and making it such that you can port a install from a desktop linux environment (e.g. if you used the debian install of jellyfin) to one running in a docker image.

This is currently a draft and it will likely involve some heavy refactoring
