Add rule for having a prayer room

Many hackathons don't consider having a prayer room in their venues and that's a problem as it implies exclusivity towards those that don't require a prayer room. I'll write something up soon, but feel free to make a PR if anyone has any contributions in the meantime.

Cool idea. Might also be worth including this under the information you should collect when people sign up.

  • Special Needs (Prayer Room, Dietary Restrictions, Wheelchair Ramp, Etc)
