Description of Issue

When attempting to craft a venus rover, it wants you to use an ExtraPlanets:item.electricParts/4.

Steps to Reproduce Issue

1. Join Singleplayer
2. Search for Venus Rover recipe in NEI

Where did this bug happen: Single Player and Multiplayer

Additional Information

The Mars Rover requires a tier 2 wheel instead of a tier 1 wheel. You cannot craft the Venus Rover using the Tier 2 wheels in the NASA workbench either.
