Feature Request: optionally skip_proxy when connecting to cerebrates

When connecting MISP to Cerebrate instances the platform's proxy settings are used to establish a socket. I'd like to be able to use internal as well as external Cerebrates by optionally skipping the platform proxy when configuring a cerebrate instance.

Describe the solution you'd like

A tick box in the "add" and "edit" views of a Cerebrate to allow for enabling and disabling use of the platform proxy settings.
