FR: Request RebuildWinRE function

As discussed on Discord, a device that was originally Win10 (and upgraded to Win11 via Feature Update) will roll back to Win10 upon a "Reset" or "Fresh Start" via Intune. To remediate this, the recovery partition must be replaced with the files from Win11 (specifically the latest ISO of Win11 24H2).

Suggest allowing a parameter to specify the location of the files to be used (from the iso), so they can be pre-staged onto the device.
