NEON script for uploading and submitting files to mgRast

This is the full upload and submit workflow used by NEON for automation of project submissions. It expects a home directory with a 'data' and a 'submitted' folder. The data folder needs to contain a metadata xlsx and a .csv with the names of metadata files and their associated sequencing documents. cc @wilke
