Turn off Björklund wind in relax routines

Thanks to Annachiara Picco, an oversight of mine when implementing the Bjorklund wind mass-loss rates has surfaced. During relaxation of the models, the appropriate scaling factor was not put to zero, resulting in the model losing mass during relaxation. This is a simple fix to address that.
