Minor UI bug: Menu bar submenus moved to fit the screen disappear when hovered over

Describe the bug Menu bar submenus are unselectable when adjusted for available screen space.

To Reproduce

1. Launch the Package Editor.
2. Place the window near the right edge of your screen.
3. Ensure "Debugging > Enable experiments" is checked.
4. Hover over "Experiments > Mgamerz' Programming Circus".
5. Attempt to select any of the options in the submenu. The submenu will disappear when hovered over. (This occurs for any submenu that has been moved to the left to fit the screen size and occurs across multiple LEX tools.)

Expected behavior The submenu should not disappear, and its options should be selectable.
