Build: add Amazon Linux 2023 as a supported platform

Description Build system should add Amazon Linux 2023 (aka AL2023) on x86_64 as a supported platform. This is needed to support some projects running in the AWS cloud.

Additional context Unlike Amazon Linux 2, AL2023 does not support Extra Packages for Enterprise Linux (aka EPEL) repositories. MDSplus of course uses several packages from EPEL. There are surely workarounds to obtain those packages, but it means there will be some hassles creating a Docker image for building MDSplus on AL2023.

Added this feature request as per @joshStillerman.

An interim workaround is to run the RHEL9 version of MDSplus on AL2023. This does work, as was confirmed by an experiment @mwinkel-dev did on 1-Feb-2024.
