Publish general finite state machine module

At W7X we use a python implementation of a FSM that currently experiences a natural generalization. I will try to push that endeavor to a point where it will be usable/adaptable to most linux machines (with limitations maybe event usable under Windows). Different implementation on other sites may be of value to future generations as well.

We are very interested in this at MIT. About to implement a new state machine with plc and computer participants.

I am working on a generalized version of the one that has been used at W7X as we are planing on using distributed versions of the FSM for each diagnostic.

We still think this is a good idea, and would love to see it as part of the new devices repo. This might benefit from the work Fernando and I are doing on a flexible self-configuring device driver.
