The build-gradle action does not use the gradle-wrapper, but developers would run it. It should be validated (to prevent any future PR with infected or modified gradle wrapper)

The .jar in Releases is called jarscanner.....jar not scanner.jar. I don't know if that's intentional but I've seen people confused because of this already.
