ello I am new to this and I am following step by step on how to install my pc mod for gta 5 and when I press f8 like it said the menu isn't popping up. I am wondering if I am doing it wrong or somethin like that lol thanks ^ ^

Have you tried pressing f8 again? The first time you press it the menu doesn't appear.

Did you get it working? Remember that you also need ScriptHookV from http://www.dev-c.com/gtav/scripthookv/ for menyoo to work
