isActive is always true for Page instances with with the Controls backend

This is for example a problem for the track recording page - the isActive property is being used for turning off status updates from Python if the track logging page is not active. So this works on Sailfish OS with the Silica backend but of course does not work on PC (and presumably Android) with the Controls backend.
