[ FEATURE REQUEST ] Opt-out of quotly if user requested.

Hello, sorry if this is not a correct place to request this feature. But I want to add an opt-out feature, which will not quote the user in any way.

The concept

• By default, everyone can be quoted.
• If an user, who doesn't like quote, they can use a command, like /optout@QuotLyBot either in the group that has the bot, or in the bot PM.
• This will blacklist user from being quoted, even when other user forward the blacklisted user to bot PM to quote.
• Whenever that opt-ed out user want to revert it, they can use /opt@QuotLyBot.

I hope this will be added.
