Desyncing with modded civs may remove buildings
There may be a bug with certain modded civa removing buildings but it also wouldn't remove the debuff
Mod listed below changes the monument to have +2 Culture and food but every desync it removes the monument but also keepa the food and culture buff so I could theoretically infinitly stack it in a single city

Update: Anything that adds a building can be duped. Does not apply to the host
I'll investigate this next time I have time (sometime within the next week or two), but this is likely just a problem with the mod. Not every mod is compatible with multiplayer - and since modded multiplayer is only possible with patches like this, a lot of mods are not prepared for it.
