Fail Fast Exception on Launching StabilityMatrix.exe (v2.13.4)

What happened?

When I ran the StabilityMatrix v2.13.4 file, I expected to see StabilityMatrix v2.13.4 installed. Instead, I saw this error window (see screenshot).

Steps to reproduce

I downloaded the file StabilityMatrix.exe (v2.13.4). Clicked it twice with the left mouse button. I got an error Fail Fast Exception on Launching StabilityMatrix.exe

What Operating System are you using?

OS: Windows 10 Pro 21H2 19044.1288 Processor: AMD Ryzen 7 5700G with Radeon Graphics 3.80 GHz GPU: NV RX4060Ti RAM:64 Gb

v2.13+ needs Win10 22H2 or higher due to the upgrade to .NET 9. You may need to run some Windows Updates.
