Location-based time zone inference for video files
Follow-up from a discussion in #675.
Video files from Android devices seem to embed the creation time in UTC without providing the time zone information. However, often the longitude/latitude data will be embedded so that time zone could be inferred from that. https://stackoverflow.com/a/16086964 has a wealth of information on that. This could be implemented in the Lychee on the server side.
See the long comment a app/Metadata/Extractor.php:190 for what needs to be done. In particular, I would like to point out the todo at line 257 and the reference given therein. There are some libraries which could do that job. Maybe someone is willing to investigate that in more detail.
