upload dates are correct shown but exif picture taken date/time is no corrected with timezone.

Detailed description of the problem [REQUIRED]

My server is located in US but all my data is CET/CEST. So I set the timezone in app.php to europe/berlin Not the upload dates are correct shown. But the picture taken (from exif) is still still shown with the server timezone. picture taken in exif 9:23 (exif doesnt know any timezone) means this was done at 9:23 CEST

exif shown picture taken in lychee (9:23 UTC-4) but UTC+2 would be correct
