feat: agent安装配置中的zone_id和city_id从cc获取

1. 如果接入点中配置了"区域"和"城市"，则该接入点下所有的agent都使用这份配置。 2. 如果接入点中"区域"或"城市"为空，为空的字段，在安装agent时从cmdb获取对应的信息填入配置。 如，区域城市均为空，则从cmdb同步该机器的对应字段。 如，区域为2，城市为空，则从cmdb同步城市字段。
