Firefox accepts both - and _, but Chrome only accepts _.

The desktop version of this app saves folders with an underscore and if you export the files as ZIP, the folders use underscores as well. it's only in the editor that the standard - is used. I guess I could improve the prepared text for github issues to include the directory name, so that add-on authors don't make this mistake (I stumbled upon this myself just yesterday).
