Please explain how to have InGameInfo.xml as an external asset

I've been trying to find info related to how to set up an external .minecraft/InGameInfo.xml, but either I can't seem to find any, or DDG is just being stupid and not showing proper search results...

Either way, you don't have a wiki here that mentions it, and references from CurseForge or such don't mention on it either...

is this even possible??
